To get Mineru and Tulin in Animal Crossing: New Horizons you need to scan Legend of Zelda Amiibos to make them a Campsite Visitor. Once they appear at your Campsite, you can ask them to permanently move to your island. They can appear as guests in Brewster's Cafe as well!
