Many homeowners discover problems after moving in, but hidden water issues create some of the most serious financial stress.

Of the city's 77 neighborhoods, residents in 71 of them called 311 to file a complaint related to water in a basement or the street from 8 a.m. Thursday to 9 a.m. Friday, according to city data.
